Overview of the service

The importance of confirmation of safety in natural disasters such as earthquakes, typhoons, and torrential downpours is now seen in a new light. Under these circumstances, NTT WEST takes advantage of the widespread use of transmission to provide, in addition to its telephone (voice)-based “disaster emergency message dial (171) (telephone service),” a “disaster emergency message board (web171)" that allows message information (in text, voice, or image format) to be registered and browsed, as befits the age.
In a natural disaster, this service enables residents in the disaster-stricken area (including evacuation centers) to access the message board site via the Internet and to register message information (in text, voice, or image format) using the relevant telephone number as a key.
Items of registered message information can be browsed from locations all over the nation (as well as overseas) using the relevant telephone number as a key, and this available. You can also restrict the persons to whom you want to send your message by registering a password. To use this function, you must make your password known to those to whom you want to send your message in advance.

Start of providing the service

The service is activated such as in the event of an earthquake of seismic intensity equal to or greater than lower 6 on the Japanese scale of 0 to 7.
When an earthquake of seismic intensity equal to or less than upper 5 on the Japanese scale of 0 to 7 occurs, or in the event of another natural disaster, either NTT WEST or NTT EAST, whichever has the jurisdiction over the disaster-stricken area, will judge whether to provide the service or not in consideration of the state of telephone traffic and other factors.
When the service is activated, NTT WEST announces the activation through television and radio broadcasts and the NTT WEST website.

Deletion of a message

When the maximum allowable number of registered messages is exceeded, the oldest one is deleted first.
At the expiry of the message storage time (6 months max) and when the service is ended, all messages are deleted.

Message security

When you designate the persons permitted to register and browse on the message board, message security can be installed by registering the user information in advance.

How to search for a message

You can search for a Dengon message on a mobile phone company’s message board system using the telephone number as a key.

Message notification function

Once the user information has been registered, if “notification by e-mail or telephone” is requested at the time of registering a Dengon message, the registration of a Dengon message can be communicated to the e-mail address or telephone number designated by the user. (You cannot register user information with a mobile-only Web site.)

E-mail: A function to notify the user of the registration of a Dengon message by means of text mail

  • * Please remove the rejection setting for number-withheld calls, if set, so that an incoming call can be received.
  • * Note that an international call number, a call charging number such as a free dial number, and special numbers such as 110 and 119 cannot be designated as notification destinations.

The function of notifying the prior-registered destinations may fail to function due to the conditions of the network, social circumstances, or other reasons. NTT WEST is not liable in any way for failure of notification.

Double-byte kana, double- and single-byte katakana, double- and single-byte alphabetical letters, Hangul characters, Chinese characters, and symbols (such as <,>, <@>, <:>, and <;>)

The function of notifying the prior-registered destinations may fail to function due to the conditions of the network, social circumstances, or other reasons. NTT WEST is not liable in any way for failure of notification.

Deletion of user registration

For effective use of this service, users are kindly requested to check the destinations of notification and delete user registrations no longer in use. NTT WEST will send a confirmation request e-mail to the e-mail address registered in the basic information for the user registration,* and if the user registration is not confirmed within the period stated in the confirmation mail, that user registration may be deleted by NTT WEST.

* The confirmation request mail is scheduled to be sent twice a year, during Disaster Preparedness Week (August 30 ? September 5) and Disaster Prevention and Volunteer Week (January 15 - 21), during which time you can use the living experience service; however, should the living experience service be cancelled due to a disaster, the sending of the e-mail may also be cancelled.

Charge for using the service

The registration and browsing of a message is free of charge.
Charges for Internet connection, charges for use of a telecommunications provider, and communications charges for dial-up connection are payable separately.

When you use the function of notifying your destination user of the contents registered in your message by e-mail or telephone (voice), the telephone call charge or communications charge may be borne by your destination party depending on his or her conditions of use.*

* In the case of notification by e-mail, packet communication fee is charged. When the notification by telephone (voice) is used via the call forwarding service or the international call roaming service overseas, the telephone call charge is charged.
