NTT WEST, Inc. (“NTT WEST”) has signed a partnership agreement with Instructure, Inc. (“Instructure”) to offer Instructure's globally deployed academic digital credential services–Parchment Digitary Services and Parchment Digitary Receive (“Parchment”)–as an optional feature of NTT WEST's Certificate Issuance Service*2. This option will be available to universities in Japan, starting from November 21, 2025. With this integration, customers will be able to reliably exchange academic certificates with overseas educational institutions, previously handled individually via postal mail or email, through Parchment, a highly trusted and internationally recognized system.
By offering Parchment–a globally recognized system used by leading universities and academic credential evaluation agencies–as an option within its Certificate Issuance Service, NTT WEST provides a reliable and seamless solution for customers to exchange academic certificates not only within Japan but also with overseas educational institutions. This initiative strongly supports customers who frequently engage in international certificate exchanges by significantly reducing their administrative burden.
As a result, customers can now choose between the online submission feature of the Certificate Issuance Service (“Online Submission Feature”), which enables the digital academic credentials to be sent to designated recipients mainly in Japan, and Parchment, which primarily facilitates submissions to overseas institutions. This dual-optional approach, which enables customers to choose the delivery method based on their destination, represents an innovative industry effort.

NTT WEST has contributed to promoting digital transformation (DX) and paperless operations, as well as reducing administrative workload by offering its “Online Submission Feature” for issuing digital academic credentials.
Instructure's Parchment is a trusted platform used by organizations in over 135 countries. Via email or through Parchment's highly reliable network, it enables the exchange of digitally signed academic certificates, which are protected against tampering. Parchment is widely recognized for its credibility by leading universities and academic credential evaluation agencies worldwide. In countries such as China, Canada, and Australia, many universities actively participate in exchanging academic digital credentials through this system.
In response to growing customer feedback in Japan regarding the administrative burden of exchanging certificates with overseas educational institutions and their desire for a more streamlined solution, we are launching this new service to address those challenges. In particular, as digitalization advances internationally to prevent forgery of academic credentials, there is an increasing need for trustworthy exchange mechanisms. To meet this demand, NTT WEST and Instructure are enhancing support for the reliable exchange of international certificates, helping customers advance the internationalization of education.
This service enables students to share digitally issued academic credentials, which are protected against tampering through electronic signatures and timestamps, with overseas educational institutions via email or the Parchment network directly from their portal. It also provides administrators with “Bulk Shares” feature for sending certificates to international institutions. By using this highly trusted and globally compatible service, customers can reduce inquiries on certificates from overseas institutions, thereby reducing their administrative workload.
This is a reliable online portal that enables customers to receive, manage, and verify academic digital credentials from applicants via the Parchment network. Through the Parchment Organisation Portal, users can directly receive academic digital credentials issued by participating institutions in countries such as Canada, Australia, New Zealand, the Asia-Pacific region, and China. The portal automates the certificate intake process, reduces administrative workload, and accelerates admissions and recruiting decisions. By using this service, customers can mitigate operational burdens while enhancing the credibility of academic digital credentials.
NTT WEST: Provides services such as online application and payment through the Certificate Issuance Service, as well as generating certificates to be sent using Parchment.
Instructure: Provides the Parchment Digitary Services and Parchment Digitary Receive.
NTT WEST and Instructure will continue to provide and support a highly reliable network for exchanging academic credentials with overseas educational institutions, thereby strongly assisting domestic customers in promoting educational internationalization, advancing digital transformation (DX), and reducing administrative workload.
Instructure has long prioritized the expansion of academic digital credentials and the development of a trusted, globally interoperable certificate exchange network. Moving forward, it will support Japanese universities in adopting new systems aligned with these goals.
NTT WEST also plans to integrate its Certificate Issuance Service with Parchment via API, enabling a fully automated online workflow, from certificate application and payment to storage on the Parchment portal. This initiative aims to further reduce operational burden for customers.
