Privacy Policy

Personal Information and Specific Personal Information, etc. Protection Policy of Nippon Telegraph and Telephone West Corporation

1. Basic policy for protecting personal information and Specific Personal Information, etc.

Nippon Telegraph and Telephone West Corporation (hereinafter referred to as "NTT West") fully recognizes the societal demands concerning the protection of personal information and Specific Personal Information, etc., and believes it has an important responsibility to society as a telecommunications company of a public nature to promote the proper handling of personal information and Specific Personal Information, etc.

In order to fulfill this responsibility, provide safe and secure services, and remain a company trusted by people, the entire company will strive to protect personal information and Specific Personal Information, etc. based on the NTT Group Information Security Policy (in Japanese only) and the basic policy outlined below.

  1. NTT West will strive for thorough compliance by properly handling personal information and Specific Personal Information, etc. according to the provisions stipulated by laws, regulations, etc.*1 related to the protection of personal information and Specific Personal Information, etc.
  2. NTT West will clearly define the purpose for using personal information and Specific Personal Information, etc. and properly handle the personal information and Specific Personal Information, etc. to the extent necessary to achieve the original purpose of data collection. Also, NTT West will strive to keep personal information and Specific Personal Information, etc. accurate and up to date.
  3. In order to properly manage personal information and Specific Personal Information, etc., NTT West will establish clear responsibility by setting up a committee to promote the protection of personal information and Specific Personal Information, etc. and placing a manager responsible for protecting personal information and a manager and a person in charge of clerical work responsible for protecting Specific Personal Information, etc. in each organization.
  4. NTT West will conduct the necessary education, training, etc. for its employees who are engaged in work that involves the handling of personal information and Specific Personal Information, etc., as well as provide appropriate supervision. Also, when NTT West contracts out the handling of personal information and Specific Personal Information, etc., this will be managed and supervised by such measures as concluding a nondisclosure agreement, etc. to ensure that such personal information and Specific Personal Information, etc. is properly handled.
  5. In order to keep personal information and Specific Personal Information, etc. secure, NTT West will refer various standards, guidelines, etc. and put in place the necessary safety control measures.
  6. NTT West will appropriately respond to customers' opinions, questions, etc. related to the handling of personal information and Specific Personal Information, etc. at NTT West.
  7. NTT West will strive to continuously improve the management system, security control measures, and other necessary measures to promote greater protection of personal information and Specific Personal Information, etc.

NTT West recognizes the importance of strict protection of not only personal information but also information related to companies and other organizations. NTT West will appropriately handle this kind of information in the same manner as personal information.

2. Policy for the specific handling of personal information in relation to telecommunications services, etc.

  1. Acquisition of personal information to be used by NTT West
    NTT West will acquire, within the confines of the purposes of use described in Sub-section II. below and by legitimate and fair means, the following personal information*2 orally, in writing (including documents such as application forms, electromagnetic records, and Web screens), through sound or video recording, mechanically or electromagnetically, or through other means. NTT West will acquire such personal information also through the succession of business operations by reason of merger, etc.
    In responding to our customers by telephone, we may record our telephone conversations with our customers with the aim of grasping details of orders, opinions, requests, inquiries, etc. accurately and thereby improving our customer services in future.
    • *2. Personal information
      The personal information as referred to here is that personal information which is defined in Article 2 of the Personal Information Protection Act, including data on a person and that owned personally. Regarding a customer other than an individual, such personal information includes that which NTT West will use in providing and selling telecommunications services, etc., or doing similar transactions among personal information on the representative, directors, employees, etc. of a customer. However, Specific Personal Information, etc. is not included in the definition of the personal information in this privacy policy. Hereinafter the same meaning shall apply.
    1. Personal information that NTT West will acquire through the application, use, and inquiries concerning telecommunications services, etc.*3 (hereinafter referred to as “applications, etc.”)
      • *3. Telecommunications services, etc.
        This includes telecommunications services provided by NTT West as well as information devices of NTT West and system integration and engineering done by NTT West. Hereinafter the same meaning shall apply.
    2. Personal information that NTT West acquires in handling consultation and requests at the NTT West Customer Consultation Center, troubleshooting desks, and other consultation contacts (including requests to disclose personal information; hereinafter the same meaning shall apply.)
    3. Personal information that NTT West acquires from questionnaire surveys and other activities*4 that NTT West conducts with the participation of customers as well as from participation in prize competitions and membership programs (hereinafter referred to as “participation in questionnaire surveys and other activities”)
      • *4. Questionnaire surveys and other activities
        This includes questionnaire surveys as well as monitoring studies on telecommunications services, etc. and surveys on experiments concerning the development of new telecommunications services, etc.
    4. Personal information that NTT West acquires through interconnection services (hereinafter referred to as simply “interconnection services”) that NTT West conducts on the basis of its provisions concerning interconnection services or agreements, etc. with other telecommunications companies (hereinafter referred to as “interconnection provisions, agreements, etc.”)
    5. Personal information that NTT West acquires in carrying out operations contracted out by other companies (such as selling and acting as an agent for products and services provided by other companies)
    6. Personal information that NTT West will receive from a company to whom NTT West contracts out part of its business operations, as a result of the act of contracting out
    7. Personal information acquired, with the consent of the person in question, by means of a third party such as introduction by a customer
    8. Personal information acquired legally from third parties such as public agencies or credit information organizations
    9. Other personal information acquired as history of usage and failures of telecommunications services, etc.
  2. Purpose for using personal information
    NTT West defines the purposes as follows for handling personal information when telecommunications services, etc. are provided, sold, etc.
    1. Provision of telecommunications services, etc.
      The personal information below, which NTT West handles for customers’ applications, etc. for telecommunications services, etc., will be used to the extent necessary to verify the identity of the customer, control credit, provide telecommunications services, etc.*5, calculate and bill charges for telecommunications services, etc., contact customers in relation to these matters, and carry out the contents of the contract, based on the contract provisions, etc.*6
      The information will also be used to the extent necessary to introduce, propose, and consult about telecommunications services, etc., carry out measures (including questionnaires) to improve the quality, customer satisfaction, etc. of telecommunications services, etc., plan and develop new telecommunications services, etc., manage and improve facilities related to the provision of telecommunications services, etc., and conduct other business related to the NTT West telecommunications services, etc.
      Even after a customer's subscription to telecommunications services, etc. is cancelled, personal information may still be used for the purposes listed above.
      • Names, contents, and dates of application, commencement, and suspension or cancellation, etc. of the telecommunications service, etc. that customers apply for or use
      • Name, address, telephone number, e-mail address, etc. of customers
      • Address where the telecommunications line is set
      • Contact information for customers (name, address, telephone number, e-mail address, etc.)
      • Status of responses to problems, information on past problems, information on the facilities used, etc., which are necessary for responding to current problems
      • Name, address, telephone number, etc. for billing addresses, the financial institution account numbers and account names necessary for billing charges, credit card number and bill and payment history, etc.
      • Name, title, etc. in the telephone directory listing or provided by Directory Assistance
      • Name, address, etc. of senders and receivers of telegrams
      • Items related to personal information among the information recorded on documents requested to verify the identity of customers or the information acquired legally from third parties such as public agencies or credit information organizations
      • Other items related to personal information of the information that NTT West handles for customers’ applications, etc. for telecommunications services, etc.
      • *5. Provision of telecommunications services, etc.
        Includes the commencement of telecommunications services, etc. as well as maintenance (including actions for repairs), changes, relocation, suspension, cancellation, etc. Hereinafter the same meaning shall apply.
      • *6. Contract provisions, etc.
        Refers to contract provisions as well as usage regulations and other contracts between NTT West and the customer. Hereinafter the same meaning shall apply.
    2. Support services such as customer consultation
      The personal information below, which NTT West handles in consultation, requests, etc. at the NTT West Customer Consultation Center, troubleshooting desks, and other consultation contacts will be used to the extent necessary to respond to the contents of consultation and requests, as well as to the extent necessary to improve the quality of telecommunications services, etc. or develop new telecommunications services, etc. based on the contents of the opinions, consultation, etc. of customers.
      • Name, address, telephone number, e-mail address, etc. provided by customers in consultation and requests
      • Other items related to personal information in the contents of consultation and requests
    3. Participation in questionnaire surveys and other activities
      The personal information below, which NTT West handles for customer participation in questionnaire surveys and other activities conducted by NTT West, will be used to the extent necessary to send materials required to conduct questionnaire surveys and other activities, send rewards for participation in questionnaire surveys and other activities, send prizes, improve service quality, etc., develop new telecommunications services, etc., and introduce, propose, and consult about NTT West telecommunications services, etc.
      • Name, address, telephone number, e-mail address, age, date of birth, occupation, gender, etc. that customers provide during participation in questionnaire surveys and other activities
      • Other items related to personal information that customers provide during participation in questionnaire surveys and other activities.
    4. Interconnection services
      NTT West utilizes the following personal information that it will use in carrying out its interconnection services, only to the extent that such personal information is needed to execute its interconnection services; measures to improve the quality of telecommunications services, etc.; administration and improvement of facilities associated with the provision of telecommunications services, etc.; and other operations needed in carrying out its interconnection services, except in the case where reasonable grounds are recognized in using the information concerned from the viewpoint of personal information protection as well as of the observance of the principle of fair competition.
      • Those names, addresses, telephone numbers, contents of the telecommunications services respective customers use (names, dates of application, commencement, and suspension or cancellation of services), and others associated with customers of other telecommunications companies which NTT West acquires from other telecommunications companies on the basis of the interconnection provisions, agreements, etc.
      • Items corresponding to personal information portions of that information which NTT West acquires from other telecommunications companies on the basis of the interconnection provisions, agreements, etc.
      • Items corresponding to personal information portions of the information NTT West will use in carrying out its interconnection services, such as usage history of customers of other telecommunications companies.
    5. Contracted out services
      Personal information that NTT West handles when carrying out work contracted out by other companies (sales, agency business, etc. for the products and services of other companies) will be used to the extent necessary to carry out the contracted out work.
  3. Provision of personal information accompanying the contracting out of business operations to other companies, etc.
    NTT West may provide personal information as follows.
    1. Provision of personal information in relation to outsourcing contracts
      NTT West may provide all or part of personal information handled by NTT West, according to the provisions in Item 1 of Paragraph 5 of Article 27 of the Personal Information Protection Act, to other companies to which NTT West will contract out the following business operations.
      In this case, NTT West will select companies who are identified as handling personal information properly, appropriately define the details of the handling of personal information, including security control measures, confidentiality, and terms and conditions of renewal of the contract, in the contract agreement, and supervise such companies as required and appropriately.
      • Provision of telecommunications services, etc. as mentioned in the above Paragraph 1. of Sub-section II.
      • Support services such as customer consultation as mentioned in the above Paragraph 2. of Sub-section II.
      • Participation in questionnaire surveys and other activities as mentioned in the above Paragraph 3. of Sub-section II.
      • Interconnection services as mentioned in the above Paragraph 4. of Sub-section II.
      • Contracted out services as mentioned in the above Paragraph 5. of Sub-section II.
    2. Provision of personal information to third parties
      NTT West may provide handled personal information to a third party in accordance with its contract provisions, etc. or provisions in Paragraph 1 of Article 27 of the Personal Information Protection Act, the Telecommunications Business Act, and other related laws and regulations.
      If NTT West provides personal information to a third party according to the provisions in Paragraph 2 of Article 27 of the Personal Information Protection Act, NTT West gives prior notice to the customers of the necessary information, and announces such information on the NTT West official website, etc., and reports to the Personal Information Protection Commission.
  4. Joint use
    Based on Item 3 of Paragraph 5 of Article 27 of the Personal Information Protection Act, NTT West jointly use personal information as indicated below to guarantee convenience for customers when they relocate outside the NTT West service area, etc.
    1. Personal information that is jointly used
      Information listed above in Paragraph 1. of Sub-section II. (excluding information protected by secrecy of communications)
    2. Party that jointly uses the personal information
      Nippon Telegraph and Telephone East Corporation (hereinafter referred to as "NTT East")
    3. Purpose of joint use
      Used to the extent necessary for relocation procedures when a customer relocates to an area outside the NTT West telecommunications service area (area where telecommunications services are provided by NTT East), and for the provision of telecommunications services, billing of charges, etc. after the relocation procedure and the relocation.
    4. Party responsible for joint use

  5. Basic concept on security control measures
    NTT West will endeavor to appropriately carry out the measures below to securely manage personal information when such information is handled.
    1. Technical protection measures
      NTT West will endeavor to protect personal information from unauthorized access or disclosure, loss, or destruction by taking the appropriate measures to control access to personal information, restrict the means of taking out personal information, and protect against unauthorized access from outside the company, etc.
    2. Organizational protection measures
      • A person responsible for protecting personal information will be placed in each organization that handles such information, and responsibility and authority will be clearly defined.
      • To securely manage personal information, company regulations, manuals, etc. will be established, employees who engage in work that involves handling such information will be made to comply with them, and compliance will be appropriately managed and supervised on a regular basis.
      • By regularly and properly educating and training employees engaged in work that involves the handling of personal information, the company will strive to enhance the awareness of each and every employee so that they recognize the importance of personal information and know how to properly handle such information.
      • When NTT West contracts out the handling of personal information, this will be supervised by such measures as concluding a nondisclosure agreement, etc. to ensure that such personal information is properly handled.
    3. Physical protection measures
      NTT West will take measures such as access control for buildings and floors where personal information is handled, prevention of theft, etc., restricting the means of taking out systems and documents, and locking to ensure systems and documents are kept securely.
    4. Understanding External Environment
      When personal information is provided to a third party in a foreign country or stored in a foreign country, NTT West will take security control action after understanding the systems for the Protection of Personal Information in each country.
  6. Procedure for disclosure, correction, etc.
    NTT West has laid out the following procedures in cases where the company receives requests (hereinafter referred to as "requests for disclosure, correction, etc.") from customers for notices of the purpose for using personal information, the disclosure (hereinafter referred to as "disclosure, etc.") of personal information or records of provision to third parties, the correction, addition, or deletion of personal information and stoppage of usage or stoppage of provision to third parties (hereinafter referred to as "correction, etc.").

    2. Procedure for requesting disclosure, correction, etc.

        (i) Procedure for disclosure, etc.
        • When there is a request for disclosure, etc. from a customer, NTT West will respond through means of provision of electromagnetic records, delivery of written documents, or through other means requested by the customer among the means determined by NTT West. Provided, however, that NTT West judges it difficult to disclose the information by the means the customer requested, NTT West will inform the customer of it and the reason, and NTT West may disclose the information through delivery of written documents.
          In either case, the customer's request for disclosure, etc. must be submitted on a form designated in advance by NTT West.
        • Even if there is a request for disclosure, etc., NTT West may not disclose, etc. part or all of the information based on provisions in the Personal Information Protection Act. In this case, NTT West will inform the customer that disclosure, etc. will not be made and the reason for the decision. NTT West may not disclose the requested personal information to a representative in full or in part if the disclosure of personal information will violate the secrecy of communications or will cause harm to a person's life, body, assets, or other rights and interests, etc.
        • Customers who want to request disclosure, etc. should call the contact number shown in the above Paragraph 1. (See here for details on the procedure.)

        (ii) Procedure for correction, etc.
        • When there is a request for correction, etc. from a customer, NTT West will investigate the contents of the request. In this case, the customer's request for correction, etc. must be submitted on a form designated by NTT West.
        • If, following the investigation, NTT West agrees that the existing personal information is not correct, or that the handling of relevant personal information is not proper, or the customer’s rights and legitimate interests could be harmed, NTT West will make the correction, etc.
        • Even if there is a request for correction, etc., NTT West may not correct, etc. part or all of the information based on the provisions in the Personal Information Protection Act. In this case, NTT West will inform the customer that the correction, etc. will not be made and the reason for the decision.
        • Customers who want to request correction, etc. should call the contact number shown in the above Paragraph 1. (See here for details on the procedure.)
    3. Verifying identity of customer, etc.
      When a request for disclosure, correction, etc. is made, documents verifying the identity of the customer, or that someone represents the customer, pertaining to the applicable personal information will be required. (See here for details on the required documents.)
    4. Handling charges, etc. for the requests for disclosure, etc.
      • Handling charge: A ¥400 (excl. tax) basic charge for each request per subscription (per telephone number, etc.) and a ¥200 (excl. tax) charge for each item requested for disclosure. Please note that information regarding Multi-Line Hunt and DID (details other than simple usage status) will cost ¥2,600 (excl. tax).
      • Mailing cost: Actual cost for sending by simplified registered mail
      • Billing method: Added to the monthly NTT West telephone charges. (A bill will be sent each time for customers who are not NTT West Analog line subscribers.)
      • Handling charges do not apply in the case of notices of the purpose for using personal information. See here for details on the handling charges, etc.
    5. Others
      • Notwithstanding the content of this Privacy Policy, NTT West will handle the following matters as laid out in the contract provisions: sending itemized reports and authenticating matters related to telephone subscription rights, etc. under the contract provisions.
      • Notwithstanding the content of this Privacy Policy, NTT West will handle inquiries made orally by customers to 116 or other customer service contact points just as in the past.
  7. Discontinuation of supplying a customer with direct mail, etc.
    When a customer does not want to receive direct-mail advertising and other advertising materials and solicitation of sales, the customer may ask our contact for disclosure, correction, etc., indicated in the above Paragraph 1. of Sub-section VI., to stop sending them, except notices necessary for business operations such as the confirmation of orders and notices concerning telecommunications services, etc. We will take actions to discontinue sending advertising materials, etc. as soon as possible; however, we would like the customer to understand that we use the customer's personal information to the extent that it is necessary to take the actions needed (including instructions to the companies to which NTT West contracts out the handling personal information).
  8. Contact point for opinions, etc. regarding the handling of personal information
    For inquiries, requests, etc. regarding the content of this Privacy Policy and the handling of personal information in the provision, sales, etc. of NTT West telecommunications services, etc., call the following contact number.

  9. Qualified personal information protection organization
    NTT West is a member of Japan Data Communications Association, a qualified personal information protection organization. Customers who wish to express their views, etc. on the way NTT West handles personal information can also contact Telecommunication Personal Information Protection Promotion Center at Japan Data Communications Association (in Japanese only).
  10. Processing of obtained personal information (anonymously processed information)
    When NTT West processes handled personal information to create anonymously processed information prescribed in Article 43 of the Personal Information Protection Act, NTT West processes personal information in such a way that a particular individual cannot be identified and the personal information used to create such information cannot be restored, and NTT West takes security management measures for such information to prevent the leakage of descriptions, etc. and personal identification codes removed from the personal information, as well as the information on the processing method based on the criteria set forth in the Personal Information Protection Commission Rules.
    When NTT West creates anonymously processed information and provides such information to third parties, NTT West announces information based on the Personal Information Protection Commission Rules using the NTT West official website, etc.
  11. Various announcements

3. Policy for the specific handling of Specific Personal Information, etc.

  1. Purpose for using Specific Personal Information, etc.
    NTT West will use Specific Personal Information, etc.*7 only for the purposes of the following affairs .
    1. Affairs for the preparation of payment record of remuneration, charges, contract money, and monetary awards
    2. Affairs for the preparation of payment record for the use of real estate, etc.
    3. Affairs for the preparation of payment record of considerations for receiving real estate, etc.
    4. Affairs for the preparation of payment record of intermediary fees for purchase and sell or renting of real estate, etc.
    5. Affairs for the certification of income and local tax withdrawal from regular pay

    NTT West will require customers to provide Specific Personal Information, etc. in a proper manner within the purpose of use.
    Furthermore, NTT West will explicitly state the purpose of using each time when acquiring Specific Personal Information, etc. described in documents, with the exception of the case that in the cases of any Item of Paragraph 4 of Article 21 of the Personal Information Protection Act.
    However, this does not apply in the cases of Item 1 or 2 o f Paragraph 3 of Article 18 of the Personal Information Protection Act which is modified in accordance with Item 3 of Article 30 of the Number Act.
    • *7. Specific Personal Information, etc.
      Refers to a Individual Number defined on Paragraph 5 of Article 2 of the Number Act and personal information that includes the personal identification number. Hereinafter the same meaning shall apply.
  2. Provision of Specific Personal Information, etc. to third parties
    NTT West will not provide Specific Personal Information, etc. to any third parties. However, in the case set forth in each Item of Article 19 of the Number Act, NTT West may provide necessary Specific Personal Information, etc. to the related third parties without the prior consent of the customer, or may receive such information, from related third parties.
  3. Provision of Specific Personal Information, etc. in the cases of outsourcing business operations to other companies
    NTT West may provide all or part of Specific Personal Information, etc. handled by NTT West to other companies to which it will outsource business operations. In this case, NTT West will select companies who are identified as properly handling such information, etc., and supervise them appropriately.
  4. Joint use
    NTT West will not jointly use Specific Personal Information, etc. with a specific person.
  5. Basic policy on security control measures
    NTT West will endeavor to appropriately carry out the measures below to securely manage Specific Personal Information, etc. when handling such information.
    1. Technical protection measures
      NTT West will endeavor to protect Specific Personal Information, etc. from unauthorized access or disclosure, loss, or destruction by taking the appropriate measures to control access to Specific Personal Information, etc., to restrict the means of taking out such information, and to protect against unauthorized access from the outside.
    2. Organizational and human protection measures
      • A person responsible for protecting and a person in charge of clerical work*8 for protecting Specific Personal Information, etc. will be placed in each department that handles such information, and responsibility and authority will be clearly defined.

      • To securely manage Specific Personal Information, etc., NTT West will establish the company regulations, manuals, etc. and make a person in charge of affairs comply with them, and manage and supervise their compliance on a regular basis.
      • By regularly and properly educating and training a person in charge of affairs, NTT West will endeavor to enhance the awareness of each employee so that they recognize the importance of Specific Personal Information, etc. and know how to properly handle such information.
      • When NTT West outsources the handling of Specific Personal Information, etc. to third parties, NTT West will supervise such third parties by such measures as concluding a nondisclosure agreement, etc. to ensure that such information, is properly handled.
      • *8. Person in charge of affairs
        Refers to a person involved in affairs related to Specific Personal Information, etc. Hereinafter the same meaning shall apply.
    3. Physical protection measures
      NTT West will take measures such as access control for buildings and floors where Specific Personal Information, etc. is handled, prevention of theft, etc.,and locking when taking out or storing systems and documents.
  6. Procedure for disclosure, correction, etc.

    2. Procedure for requesting disclosure, correction, etc.

      (i) Procedure for disclosure, etc.
      • When there is a request for disclosure, etc., NTT West will respond through means of provision of electromagnetic records, delivery of written documents, or through other means requested by the customer among the means determined by NTT West. Provided, however, that NTT West judges it difficult to disclose the information by the means the customer requested, NTT West will inform the customer of it and the reason, and NTT West may disclose the information through delivery of written documents.
        In either case, the customer's request for disclosure, etc. must be submitted on a form designated in advance by NTT West.
      • Even if a customer requests disclosure, etc.to NTT West, NTT West may not notify or disclose all or part of such information based on provisions in the Personal Information Protection Act. In this case, NTT West will inform the customer that disclosure, etc. will not be made and the reason for the decision. NTT West may not disclose all or part of the requested Specific Personal Information, etc. to a representative of a customer if the disclosure of such information may cause harm to a person's life, body, assets, or other rights and interests, etc.
      • Customers who want to request disclosure, etc. should call the contact number shown in the above Paragraph 1. NTT West will provide information for detailed procedure to such customer.

      (ii) Procedure for correction, etc.
      • When a customer requests correction, etc.to NTT West, NTT West will investigate the contents of the request. In this case, the request for correction, etc. shall be submitted in a form designated by NTT West.
      • If, following the investigation, NTT West agrees that the existing Specific Personal Information, etc. is not correct, or that the handling of relevant Specific Personal Information is not proper, or the customer's rights and legitimate interests could be harmed, NTT West will make the correction, etc.
      • Even if a customer requests correction, etc. to NTT West, NTT West may not correct, add, delete, or stop using all or part of Specific Personal Information, etc. based on the provisions in the Personal Information Protection Act. In this case, NTT West will inform the customer that the correction, etc. will not be made and the reason for the decision.
      • A customer who want to request correction, etc. shall call the contact number shown in the above Paragraph 1. NTT West will provide information for detailed procedure to such customer.
    3. Identity Verification, etc.
      When a customer requests disclosure, correction, etc. , NTT West request such customer to submit documents that may confirm the identity of or representation from such customer who have Specific Personal Information, etc. Please call the contact number shown in the above Paragraph 1. for details on the required documents.
    4. Handling charges, etc. for the requests for disclosure, etc.
      • Handling charge: A basic charge (¥400 (excl. tax)) for each request and an extra charge corresponding to the content, quantity, etc. of information that such customer request to be disclosed.
      • Mailing cost: Actual cost for sending by simplified registered mail
      • Billing method: A bill will be sent each time.
