Launch of Wide-area FLET'S Services
(Inter-prefecture Connections)



Nippon Telegraph and Telephone West Corporation (NTT West) provides FLET'S services utilizing Regional IP Networks within individual prefectures. Customer wishes have become increasingly varied with the rapid shift to information technology and broadband. To meet such demand, NTT West has decided to interconnect its Regional IP Networks to create a Wide-area Regional IP Network, and to provide Wide-area FLET'S Services that enable communications across prefectural boundaries within the area served by NTT West, as described below. In order to accomplish this, NTT West today submitted the contract details to the Minister of Public Management, Home Affairs, Posts and Telecommunications for approval, and gave notification of the applicable charges.


1. Wide-area Availability of FLET'S Services
In conjunction with the transformation of Regional IP Networks into wide-area networks within the NTT West service area, FLET'S services will be modified as described below, with the addition of services that cross prefectural boundaries, and changes to service terms and conditions. (See Attachment 1)

(1) The addition of "FLET'S Office" Service--"FLET'S Office Wide"
The "FLET'S Office" services enable corporate customers to build private networks economically utilizing NTT West's Regional IP Networks. In addition to the current services, which are only available within the same prefecture, an additional service--"FLET'S Office Wide"--will be available to enable inter-prefecture communication within the NTT West service area.

* Method of use, settings, terms and conditions for the current FLET'S Office service (only available for communication within the same prefecture) will not change when the additional service becomes available.

(2) Change to Terms and Conditions for "FLET'S Communication"
FLET'S Communication makes available a variety of one-to-one communication methods, including video, voice, and text, between customers using FLET'S access services (B FLET'S, FLET'S ADSL, FLET'S ISDN, or FLET'S SPOT). The service is currently restricted to communications within the same prefecture, but the terms and conditions will be expanded to allow one-to-one communications with customers in other prefectures within the NTT West service area.

* There will be no other changes to method of use, settings, terms and conditions when this change is made.

(3) Change to Terms and Conditions for "FLET'S Group"
FLET'S Group enables communication within a group comprising customers using FLET'S access services. The service is currently restricted to communications within the same prefecture, but the terms and conditions will be expanded to allow communications within a group across prefectural boundaries within the NTT West service area.

* There will be no other changes to method of use, settings, terms and conditions when this change is made.

(4) Wide-area "contents delivery Service" Available
The contents delivery service that enables an operator to distribute content via FLET'S Square has until now required separate distribution of content for each prefecture. An additional service option will enable distribution of content from a single point to all prefectures in the NTT West service area.

* FLET'S Square is a broadband site that can only be accessed by NTT West FLET'S users.
* Acceptance of applications for individual prefecture services will be phased out as services are provided on an inter-prefecture basis.


2. Rates
(1) FLET'S Office Wide

(2) FLET'S Communication
No changes to current rates. (No additional charge will be made.) (See Attachment 3)

(3) FLET'S Group
No changes to current rates. (No additional charge will be made.) (See Attachment 3)

(4) Wide-area "contents delivery service"
See Attachment 3 for service provision details.


3. Start of Service
Service will start in the Keihanshin area (Osaka Prefecture, Hyogo Prefecture, Kyoto Prefecture) on the following dates:

(1) FLET'S Office Wide
March 4, 2003 (Tuesday)

(2) FLET'S Communication
March 4, 2003 (Tuesday)

(3) FLET'S Group
March 6, 2003 (Thursday)

(4) Wide-area contents delivery service
March 7, 2003 (Friday)


4. Service Areas
Service will be launched initially in the Keihanshin area (Osaka Prefecture, Hyogo Prefecture, Kyoto Prefecture), followed by the remainder of the Kansai area (Nara Prefecture, Shiga Prefecture, Wakayama Prefecture) in May 2003, and the rest of the NTT West service area at an early date within FY2003.

6. Other information
Internet service providers (ISPs) providing Internet access via FLET'S access services currently interconnect their networks with NTT West's Regional IP Networks at the individual prefecture level. ISPs serving more than one prefecture will be able to combine these connections and shift to a single interconnection with the Regional IP Network. The new form of interconnection will be effective from Tuesday, March 4, 2003 (planned) for the Keihanshin area (Osaka prefecture, Hyogo prefecture, Kyoto prefecture), followed by the remainder of the Kansai area (Nara prefecture, Shiga prefecture, Wakayama prefecture) in May 2003, and the rest of the NTT West service area at an early date within FY2003.
Method of use, settings, charges and other terms and conditions for customers using FLET'S access services will not change.

* Form of connection and prefecture coverage differ according to the individual ISP.
