Overview of the service provided

Q1.In what kind of natural disaster can we use this service?
A1.The service is activated in the event of an earthquake of seismic intensity equal to or greater than lower 6 on the Japanese scale of 0 to 7.
In the event of an earthquake of seismic intensity equal to or less than upper 5 on the Japanese scale of 0 to 7, or another natural disaster, either of NTT EAST or NTT WEST (depending on the location of the disaster-stricken area) will judge whether or not to provide the service in consideration of the state of telephone traffic and other factors.
When the disaster emergency message board (web171) is activated, NTT WEST will announce the activation through television and radio broadcasts and NTT WEST website and the like.
Q2.Can we use the service during normal time?
A2.NTT WEST sets a “day for using the living experience of the disaster emergency message board (web171) service” during normal time, in the same way as in the case of the disaster emergency message dial (171) (telephone service).
You are urged to experience the service together with your family members, relatives and friends. To use the living experience service, please see the “Guide to the living experience.”

Operation of the service

Q1.How many messages can be registered? And how long is a message stored?
A1.Number of registered messages: 20 (per message board)
Message storage time: Up to 6 months

A message is deleted automatically after the storage period beginning with its reception has elapsed and after the message board service has ended.
The number of registered messages, the storage period, etc., per telephone number vary depending on the conditions of the disaster. For the latest information, refer to the following website:

Details of this information will be announced through television and radio broadcasts, NTT WEST’s website, and other means upon the activation of the service. To use the living experience service, please see the “Guide to the living experience.”
Q2.Is the disaster emergency message board (web171) always run simultaneously with the disaster emergency message dial (171)? Will only one of them be run?
A2.It will be run simultaneously with the disaster emergency message dial (171).
Q3.Why was I able to use the service on a day other than an actual disaster or a day for the living experience?
A3.NTT WEST may make the living experience available to the public in limited areas in cooperation with disaster preparedness exercises held by autonomies. This provides you with an opportunity to use the service on a day other than an actual disaster or a day set for the living experience.

How to use the service

Q1.Is an application necessary to use the disaster emergency message board (web171)?
A1.It is necessary for you to agree to the rules and to have access to an environment where you can connect to Internet.
Q2.Is this service accessible to any terminal?
A2.You can use this service on a terminal that allows you to connect to the Internet (such as a personal computer, smart phone, or mobile phone).
Q3.I understand that I can use the message board service with a smart phone; can I also use the service with a tablet terminal or the like?
A3.You can use this service on any terminal that allows you to connect to the Internet.
Q4.Can I register a message with any telephone number?
A4.You can register a message with any telephone number including numbers of subscriber telephones, ISDN, HIKARI DENWA telephones mobile telephones (starting with090 and 080), PHSs (starting with 070) and IP telephones (050).
Q5.Can I use my company’s telephone number?
A5.You can use this service on your company’s telephone or FAX number.
However, please remember that the disaster emergency message board (web171) is intended for the confirmation of safety of individuals among family members, relatives, and friends. Using this service to confirm the safety of company personnel may lead disrupt the confirmation of safety of individuals, the original purpose of this service. For this reason, companies are kindly requested to use commercially available safety confirmation systems.
Q6.Can a message registered in the disaster emergency message dial (171) system be confirmed on the disaster emergency message board (web171)?
A6.The disaster emergency message dial (171) and the disaster emergency message board (web171) mutually collaborate, therefore a message recorded on the disaster emergency message dial (171) can be confirmed on the disaster emergency message board (web171). Likewise, a message (text) registered on the disaster emergency message board (web171) can be confirmed on the disaster emergency message dial (171).
Q7.I do not want my message to be seen by those other than my family members, relatives, and friends. Is there any method to protect my messages?
A7.By registering the user information in advance, certification for registering and browsing messages on the message board can be established.
If an e-mail address is designated as the destination of notification at the time of the registration in advance, certification for access to the message board is allowed by using the e-mail address established as a key.
Q8.Can I set a different password message by message?
A8.A password cannot be established for each message, but by registering the user information, certification for registering and browsing messages on the message board can be established.
Q9.Can a certification setting established on the message board be canceled?
A9.NTT WEST cannot cancel a certification setting established by a customer, but the customer can re-establish it by using the user information update and delete procedure.
Click the “User registration update and delete” box, and in the “destination designation” (Step 2), select either “Allow” (establish the certification) or “Do not allow” (do not establish the certification) for the confirmation/registration on the message board; this allows you to establish the presence or absence of certification.
Q10.If I forget my password for the user information, will my certification be canceled?
A10.NTT WEST cannot cancel a certification setting established by a customer, but the customer can re-establish it by using the user information update and delete procedure.
Select the reminder note “If you forget your password, click here,” enter your telephone number and e-mail address, and then select the note “Request for password transmission”; this allows you to confirm your password.
Q11.Can I use this service from overseas?
A11.You can use it in any Internet-connectable environment.
Q12.Can two or more people register messages at the same time on the same telephone number?
A12.Messages can be registered.
Also, messages can be browsed.
Q13.Can I search for message information registered on the disaster emergency message board (web171) by using the disaster emergency message board of another mobile phone operator?
A13.You can search for message information registered on the disaster emergency message board (web171) by using the disaster emergency message board of another mobile phone operator.
When a message is registered, the disaster emergency message boards of other mobile phone operators show the link to the disaster emergency message board (web171).
However, to confirm the message information, you are kindly requested to move to the disaster emergency message board (web171) on the link, enter the telephone number, and confirm the message.
Q14.When a message is registered, from what address will the registration notification e-mail message be sent?
A14.The e-mail message is sent from <dengon@web171.jp>.

* When the e-mail setting is at “reception at designated domain” or “authorized to designated e-mail address only,” adjust the setting so that an e-mail message from <dengon@web171.jp> can be received.
(For more information, refer to the manual or the like of the mobile phone you use.)

Q15.I understand that, when a destination is designated for notification, a notification is sent to the destination when a message is registered; how can I confirm the contents of the message?
A15.Notification by e-mail:

Notification by voice:
After receiving a call, follow the voice guidance and perform the necessary operations, and you will hear the contents of the message read.

* Please remove the rejection setting for number-withheld calls, if set, so that an incoming call can be received.

Q16.How different is the screen for a smart phone from that for a PC?
A16.The screen layout including the input form and button sizes is changed so that the screen is displayed best on a smart phone screen.
Q17.How can I stop receiving a notification e-mail message for message registration?
A17.To stop receiving a notification, ask the person who has the user registration to cancel the setting for the notification destination, or adjust the filtering on the terminal you use so that e-mail messages from <dengon@web171.jp> will not be received.
Q18.If I desire to be notified of the message registration, can I receive the notification both by e-mail and by telephone in the setting for the notification of message registration?
A18.No, only notification by e-mail can be selected.
Q19.If I register a request for notification, will a notification by e-mail be sent each time a message is registered?
A19.The notification will be sent only when a message is registered for the first time. The message is valid within the space of seven days of the registration.

Charges

Q1.How is the user of the service charged?
A1.The registration and browsing of messages is free of charge.Charges for Internet connection, charges for the use of a telecommunications provider, and communications charges for dial-up connection are payable separately.

If you want to ask for a message notification registration details by email or phone (voice), you are notified of your international roaming mobile phone services by receiving the e-mail or phone call forwarding communications charges packet (voice), abroad If available, take a toll.
